I'm going to do something I don't like to do, and that is give advice you didn't ask for. So be aware that this is intentionally not the answer you sought, but just something for you to hold on to until a later time.
You get what you pay for.
Most people with quality skill at web design aren't going to put their best talents to work for you 'for a cheap price.' At least use the word 'inexpensive' for even a fraction of a chance of getting a skillful designer to give you more than you are willing to pay for.
Most importantly, though, and I'm sure others have covered it (I haven't gone through all the replies), is that you state what you want as clearly as possible because what you want might actually be *inexpensive*. If you just want a one page mini-site, any sod who charges you an arm and a leg for that is, in my humble opinion, just an arse....unless you are so unwilling to learn that you make yourself hostage to paying high prices for relatively simple projects. Even though you ask for cheap, you might never get it if noone qualified thinks your idea of cheap is too little for them. And if you don't learn how to do it yourself, then you'll have to pay the higher price or keep searching.
So be clear about what you want in as much detail as possible. And while it might not be possible now, a little investment here and there, in your online education will, by paying a few times, go a long way to freeing you from having to pay many times over for the same tasks.
