Here are some questions you need to answer which will dictate what your next steps will be.
1) How do you want your newsletter readers to view your newsletter? Online at a website or via email?
2) What is your target audience and what format of newsletter will they accept, text or HTML or both?
3) How do you want people to sign up to your newsletter, via a form on a webpage or via an autoresponder link, or both?
4) How do you plan on advertising your newsletter to get people to sign up? Submit to newsletter submission sites, write articles and submit those which includes your resource box with your newsletter signup link, buy ads in other newsletters, or advertise via pay per click search engines?
If you don't have a website yet for your newsletter and you want subscribers to sign up there you'll need to set one up. This will be the place that people can come to view your newsletter if you place it online for viewing.
There are many hosting sites that you can find that are very inexpensive for a newsletter site. Here is one: http://www.synergydomains.com or http://www.123cheapdomains.com (Not an affiliate links)
If you already have a website, then you'll need to build a webpage where visitors can come to see what your newsletter is all about and sign up.
Of course to have someone sign up, you'll need to capture their name and email address into an autoresponder, which you'll need to purchase and set up. ProAutoResponder.com is a good one (Not an affiliate link)
Then you'll need to advertise to get the word out about your newsletter. Depending on the theme of your newseltter you'll need to advertise in different places.
So these are some things to think about before you go to far. Decide what your objective is for the newsletter, your target audience, how you want them to receive and view the newsletter, and of course what format you want (text or HTML or both).
Check out Michael's sites (links at the bottom of the page) as he collects names and email addresses for mini-series and newsletters.
