I've not seen that before either Richard. It's the first day of some new EU policy on charging VAT for purchases over the net.

What doesn't make sense about this is that my ClickBank account doesn't show me receiving (and then paying over) the VAT amount.

I can't think what ClickBank will do with the cash, because they have no way of handing this over to the tax people (Customs and Excise in the case of the UK).

I've been having conversations with ClickBank expert, Harvey Segal of http://www.HowToStartaForum.com/supertips fame this afternoon and we'll post back information as we get it.
