Hmm... I don't think so.

With a statement like "The three best ways" I think it is important maybe to reword your claim to say that these are your top three strategies because as it stands that statement is not accurate and I hope that newbies realize that those are not really the "three best ways."
Fact - The # 1 way to get traffic to your site is NOT using a traffic exchange as you have stated. Traffic exchanges actually rank among less effective tools and very few people are able to manipulate them to gain significant traffic as the world of traffic goes.
In my opinion The # 1 way to get traffic to your site is to offer a product, service, and or information that people want and then provide financial compensation, ie. an affiliate program, that people will stampede to to promote.
Then I would list Owning your own high profile forum, PPC listings, Ezine Article publishing, search engine listings, contributing usefully in high profile forums, and various forms of offline advertising.
Traffic exchanges and Listbuilders although mildly effective are mostly a distraction and a waste of time which could be better spent creating unique products, services, and brokering Joint Ventures.
I have one site in prelaunch (www.NichePowerAds.com) that has not been publicly promoted at all and I have not used any of the strategies you listed and we have had an average traffic rank at alexa between 10,000 and 20,000 for the last three weeks. The minute it goes public and our affiliates promote it the traffic rank will reach down into the 4 figure mark.
I assume the list below is not really "The three best ways" in marketing but rather the three best ways you have experienced? Nothing wrong with that ;-)

www.NichePowerAds.com> The three best ways:
> 1. Traffic Exchanges - business to business - advertising your site to
> other marketers - you need to offer them something they want.> 2. Listbuilder - capture leads for your opt in list - subscribers who want
> to hear from you.> 3. Ezine articles - people read your articles and if they like what you
> have to say will click through to your site.> As always this isn't about getting JUST visitors, but targetted
> pre-qualified visitors.> If you do want to know what I use to achieve this, see my sig link below
