Yes, you're right, DLGuard will run on most Windows servers.
I've designed DLGuard to run on as many servers as possible (which in some cases means I couldn't use a lot of "shortcuts" that some operating specific calls offer). There are even so many differences between Linux hosts and configurations that, as you mention, it's imperative to keep the code as standard as possible.
DLGuard doesn't use any extra modules or calls that are specific to an operating system or a type of setup.
If you're after the technical details, DLGuard requires fsockopen() and mail() functions, both of which are standard in PHP. Occasionally you'll come across a host that cripples PHP so much that even standard functions like these don't work. In these cases, it's best to get a new host because you'll continue to have problems with just about any script you run on that server.
By defauly, DLGuard will run on the far majority of servers. Occasionally you'll come across one with strange settings, so a lot of "server/host specific" settings can also be changed in DLGuard's config screen by simply ticking or unticking the appropriate boxes.
