PR0 - Any use at all?

The more I read about Google PR, the more I'm reminded of the saying that opinions are like butt holes - everybody's got one!

I use the Linkmetro.com service to gather links for my websites. However, I get a lot of requests from good quality sites that are PR0. I always reject these, because I keep reading that you should concentrate on links with good PR sites. However, I've read recently that the PR effect is over-rated and I also keep wondering how many of the sites will end up gaining a PR value after I have rejected them!

Should I just gather as many links as possible, regardless of PR, or should I keep holding out for PR value sites? Whad'ya think?
