I would suggest doing this ONLY on sites who offer free web templates, etc. I teach online, Web design, graphics, illustration ... and also copyright law as it applies to college students and truly, anybody (but college students are often required to use a lot more content in papers and other works, and need to really REALLY know how to properly credit things to the authors) ... and here are my thoughts on what you've said:
Unless it is clearly marked as available for the taking/copy-pasting ... chances are very good that most coding on professional sites has been labored over by the web master. More and more companies including the entrepreneurial set, are going to great lengths to protect their code. It has been hand-built. All of my sites are hand-built in Homesite and Notepad. I use cloaking and heavy-duty javascript and frames, and disable the right click mode so that getting to my code is very difficult.
A better way is to take some time to learn the technologies. There are hundreds of excellent, FREE sites out there that provide tutorials, as well as free scripts, free images, free backgrounds, etc. There is really no reason to run the risk of taking code that may very well even be copyrighted (yes, many programmers are now actually copyrighting their code!)
There is a simple way of creating these borders that would separate, for example, three columns on the page. This would be to create a table with actually 5 columns -- with two very narrow columns between the 3 main columns, and only ONE PIXEL WIDE.
Then, with your image/paint program (I use Photoshop), make a GIF that is one-pixel, in any color you desire your border to be.
Finally, put the image in the < td > 's that are 1-pixel wide, but make the dimensions something like this: width=1 height=400 (or however high it needs to be to fit the content in your table).
I just created a sample of this, in Allaire Homesite. It's located at the URL I am giving, below. Feel free to download the zip file and experiment.
If you want a more delicate look, make the GIF 3 pixels tall, with the top pixel in gray (or another color) and the other two, white (or the color of your page's bgcolor). At the URL given, this is the bottom table.
