I only just noticed this post was here - I'm not on here often. I hope you sent an email to me at my site and we got it worked out?
CB Download Manager was an earlier version, which eventually became DLGuard. At the time it didn't have membership management (that was introduced in DLGuard v2), and so CBDM won't have had the admin/members folders.
If you're having trouble getting it installed, send me an email and I'll install it for you for free. It only takes a few minutes, so I don't mind helping out!
