Affiliate question

I reviewed a product and included my clickbank affiliate link on my blog. I made 3 sales. Two of it showed up in my cb account. The other one didn't.
I knew of the purchase because my reader left a message in my blog saying that he had ordered through my link.
I contacted the seller, gave him the details and he confirmed there was indeed a purchase and said: "The only thing I can think of is that buyer's browser didn't support cookies, so Clickbank would not be able to track his sale. I'm fine with sending you a commission directly."
I didn't think much of the cookie thing at the time since he did say he would send me the commission. I thought that was very nice of him. But that was ten days ago. He hasn't responded to any of my followup email. It seems as though he has had second thoughts about paying the $45 commission.
Anyway, my question is:
Is it true CB will not be able to track sales if a buyer's browser does not support cookies? (I wonder how much of commissions we all lose if that's the case)The seller seems to have ignored all my email. I am wondering if I should continue promoting his product. (It's very closely related to my niche.) What would you do if you were in my place? Give him the benefit of the doubt or forget it and move on? My readers are very responsive. So far every product I have talked about result in some sales from a single blog posting.
