Short Answer: YES!

It seems people continue to forget the "Smart Billboards" type that don't use any flash (or js) for redirecting or frames and that gets also top positions.

So, if you remove the flash or js script from a Smart Page it will just do well as a normal Smart Page. The flash or js script are there ONLY for redirecting purposes... nothing else!
